Liverpool Bay CCS has completed installation of the new Douglas CCS platform, a key component of the CO₂ transport and storage network serving the UK’s HyNet industrial decarbonisation cluster. Eni CCUS Holding announced the milestone on 8 October, reporting that construction across the wider network is now approximately 50% complete.
Eni describes Douglas CCS as the world’s first purpose-built offshore platform dedicated to carbon capture and storage for industrial decarbonisation. The facility will receive CO₂ captured from industrial sites across North West England and North Wales and distribute it through repurposed offshore pipelines to depleted natural gas reservoirs beneath Liverpool Bay for permanent storage.
Combining new infrastructure with existing offshore assets
The platform was delivered in less than 18 months from contract award through an accelerated programme integrating engineering, procurement, construction and commissioning. It comprises 1,885-tonne topside facilities, a 1,755-tonne supporting jacket and eight foundation piles weighing a combined 730 tonnes.
The project combines purpose-built facilities with the reuse of offshore infrastructure and existing knowledge of the depleted reservoirs. Douglas CCS will act as the offshore distribution hub, connecting the transport network to the geological storage sites.
Progress towards industrial-scale storage
Liverpool Bay CCS is part of Eni CCUS Holding, jointly owned by Eni and Global Infrastructure Partners, part of BlackRock. The transport and storage system is planned to become operational in 2028, with an initial capacity of 4.5 million tonnes of CO₂ per year and potential expansion to 10 million tonnes annually during the 2030s.
According to Eni, around 60% of overall project expenditure is being delivered through UK-based supply chains. Construction supports more than 2,000 jobs, with approximately 200–300 long-term roles anticipated over more than 25 years of operation.
