Brazil's Petrobras and Mexico's Pemex have signed a memorandum of understanding (MoU) to strengthen technical and strategic cooperation across exploration and production activities, with a particular focus on offshore opportunities in the Mexican sector of the Gulf of Mexico. The agreement also covers collaboration in areas including mature field development, refining, petrochemicals, gas processing and carbon capture technologies.
The most significant aspect of the agreement is the potential transfer of Petrobras' deep-water exploration and development expertise to Mexico. Petrobras is recognised as a global leader in ultra-deepwater exploration and pre-salt development, experience that could help unlock hydrocarbon resources in underexplored areas of the Mexican Gulf of Mexico.
The two-year, non-binding agreement (signed by Petrobras' President, Magda Chambriard, and the director general of Pemex, Juan Carlos Carpio Fragoso) provides a framework for exchanging technical knowledge, evaluating exploration opportunities and sharing operational experience. It does not commit either company to specific investments but establishes a basis for identifying future joint projects.
The collaboration reflects growing regional interest in maximising the potential of deep-water basins across Latin America. Advances in seismic imaging, reservoir characterisation and offshore development technologies have transformed exploration success in Brazil's pre-salt province over the past decade. Applying similar expertise in Mexican waters could contribute to a better understanding of the region's petroleum systems and future exploration potential.
For geoscientists, the agreement highlights the increasing importance of cross-border technical collaboration in tackling complex offshore exploration challenges. Sharing experience in deep-water geology, seismic interpretation, reservoir engineering and field development has the potential to accelerate knowledge transfer and support more effective exploration strategies across the region.
